Let me start by saying that all babies develop differently, and it's completely normal for a baby to do things a little slower than the books say he should. As far as breastfeeding vs. bottle feeding, I definitely think breast is best, but zillions of bottle fed babies have turned out just great, so there's no reason to think that formula would interfere with development, either mentally or physically.
My 4-month-old has been exclusively breastfed since birth. She amazed the doctors and nurses by holding her head up for short periods of time while we were still in the hospital after she was born. She held it up steadily by 4 weeks. Now at 4 months, she can sit up and can pull herself up to a standing position with a little help from us. She LOVES to stand, so she's in her UltraSaucer a lot, which by the way, I highly recommend.
I'm sorry to hear that your son throws up so much. It's still very important to give him tummy time every day. My daughter didn't like it at first and would cry, but with some entertaining toys in front of her, she learned to like it. And I always put a dish towel under her in case she spit up, which she did often. We're planning on starting her on some rice cereal in the next few days. She looks longingly at our food when we're eating, so we'll see how she does.
