Yes, I would think that 18 months is too early. I am a developmental services worker and children that young haven't got a concept of time. Time outs will not work only prove to be extremely upsetting to the child.

: WHAT AGE DOES A CHILD UNDERSTAND TIME OUT AND NEEDS TO SIT IN A CHAIR FOR A CERTAIN LENGTH OF TIME FOR DOING SOMETHING SHE SHOULD NOT HAVE DONE.
