13 weeks? It's not unusual for babies to not sleep through the night until 6 months or later. I have an 8.5 month old who still only does a couple of times a week if at all. I'm not trying to discourage you, but don't get your hopes too high. If your baby does sleep through the night at 3-4 months ... great! If not, don't think that there's anything wrong with her or that you've done something wrong.
