My sister-in-law's baby is 4 mths and she NEVER puts him on his tummy. He can hold his head up but can't can't sit up. He can't hold his head if he's put on his tummy. Both my kids were able to hold themselves up, head and chest, on their tummys at 2 and 3 mths. He just needs to get used to scenery. Change the toys in front of him, a mirror, or bright colored things, something that makes noise if he hits it. I used to use empty formula cans and put beans in one, rice in another, and rocks in a third. Tape up the top well and when baby hits it, it moves AND makes sound! My kids loved these cheap toys. I got Tameryn its like a clear pillow that is made just for babies thatyou put water in and lay it on the floor. It has things in there that are BRIGHT in color and they grabbed her attention real fast... i would lay it on the floor and then place her in front of it and she was about to smack it and make the water and items move, ever since then she has stayed on her stomach... now she is 10 months old and EVERYWHERE ! ! ! i will go into one room and she will pop up in there laffin at me lol
