two kids who go to sleep late(help)

hi
I have two kids,one is 3 and the other is a newborn.Both kids go to sleep late ,at around 1 am.my newborn stomach hurts around this time so its hard to put my other child to bed who wont go to bed on her own.I dont want to force her to go to bed because she says shes scared.What should i do,there both going to bed late and waking up late in the afternoon and its hard to get up early when your walking up all night to a crying baby.
