Toddlers at this age tend to want to hold it for longer periods of time and then cannot control themselves just like some adults do too. I think you should remind about using the toilet after driking liquids and if he wets his underpants anyway, then not change him right away. He will soon decide he does not like the feeling of having wet underwear and decide it is not worth holding it and will stop. My 3-year-old would not completely wet her pants but there was a month where she would hold it to the point where there was a spot on her panties. She then did not like the feeling of being wet and now goes right when she feels the urge.
