It depends on how fair his skin is. He looks to be pretty fair skinned in his pics. But I can't really tell just from pictures.

I would suggest putting at least a tank top on him along with the SPF. Nothing more then that though, I think he will be fine. At least with the tank, he is not bulgged down with the weight of a t-shirt and it will be covering most of his vulnerable areas.
