11 mos and still waking at night!!!!

I have tried it all... and he is still waking twice at night and wanting a bottle. We have been very consistent in every attempt we made and nothing is working. We tried bottles of water, letting him cry it out, etc... Any more ideas out there? I thought we were on to something when this week he slept two nights in a row without waking, but BAMMM! Last night he whined for almost an hour. HELPP!!!
