Both of my girls would rip their diapers off as soon as they went in their diaper and throw the diaper on the floor. After that, they learned in 2 weeks. My first daughter started pulling her diapers off at 2 years and 3 months and learned 2 weeks after that. My second daughter will be 2 in October and just started doing that. I sit her on the toilet about 1/2 hour after she eats or drinks and even if she does not go I make a big deal because she at least sat on the toilet. I let her flush the toilet and tell her bye, bye poo poo and she starts waving and gets excited even if there is nothing in the toilet. I then give her plenty of hugs and kisses and do a dance for her and she laughs.
