I checked it out and actually found that it could be anyone in my general area. The first part is for north eastern ontario (that is a huge area by the way) but the last part changes. I searched messages on my other board to discover that I have several different IP's as do most people online. It keeps changing. I would hate to be blamed for something because of an IP knowing it could be any one of over 200 000 people.
