She seems pretty smart and talks a lot for her age. Does she understand simple commands? I think a time-out would be good but not in a chair because I doubt she would stay in the chair. My 2-year-old won't even stay in a chair. I would actually send her to her room and tell her she could come out when she is done screaming. That usually works for my 2-year-old. After she is done, take her out and make a big deal for her not screaming anymore and give hugs and kisses. I know it sounds a little harsh but it is better than spanking like a lot of people do.
