I went through the same thing with my girls. It is just a phase. You kind of have to hold him down. What I found was a bit helpful was handing them a toy or keys to play with or a book, tickling them for a while and then changing, turning on the TV and when they turn their head and get occupied with the TV hurry up and change them, blowing on their tummy and legs, etc. You just have to try many things that will distract him.
