Face Rash ?'s

I'm not sure why my baby has this, but it seams to not bother her so I'm thinking it's not excema. But she has a bumpy, dry rash on her cheeks, chin, back of neck and in her hair. I know it's not our laundry detergent either, we use the same on everything washed. She has really bad eye goop that the Dr. said was normal but I thought at first the rash was from it clogging pores on her face, but now that I see it on the back of her neck and in her hair I'm thinking again. If anyone has any suggestions of what it could be or how to help it, please clue me in. Thank You
