My baby has a face rash???

My 10 month old keeps getting this reoccuring rash on both her cheeks, I'm not sure what is causing it? The first time I took her to the doctor they thought it was wringworm, next they just said it was a teething rash. But it never goes away, her cheeks have been red and flaky for months. Could she be allergic to something? (she only breaks out on her face)If anyone is familiar with condition please feel free to email me
