I believe in "everything in moderation." My daughter is 14 months old & I let her watch "Sesame Street" twice a day (if she's awake). I try to keep it off most of the time, just because I don't want her to be used to it being on all the time. The children I know who watch TV all the time want it on all the time. I do believe that you should supervise what your child watches on TV as well. I was watching a bit of an action movie the other day & my daughter woke up from her nap so I sat her on my lap for a few moments before going to feed her dinner. She was so enthralled by the fight scene. I realized that even though she is too young to comprehend what she is seeing she doesn't need to be exposed to things that I wouldn't let an older child see. I turned off the TV. All in all, it is your decision what you let your child do. Everyone has their own beliefs & their own successes or failures with their parenting methods. Best of luck to you.
