Though I'm not defending the moronic posts made by "concerned" I will say that eliminating that person's ability to participate sounds positively dictatorial... and may even be Constituionally unsound. Still, every message board gets a few of these types of posters and, typically, their time spent here is limited anyway... they quit when people stop paying attention to them. I was here about a year ago when somebody going under the name "Donna" was putting up some EXCEPTIONALLY rancid material. Maybe some of you remember... maybe some don't. Still, what "Concerned" did here recently (albeit awful in its own right) pales in comparison to what that other freak was doing. I don't think banning a person is going to make a difference. That person will find other means to get his/her inflammatory posts on this board if he/she really wants to. And even if not, another will appear eventually. Best tactic: Ignore the stupid posts. If you must make a comment, make it once, and let it go. Recognize that message boards are fodder for all types of people... good people can become monsters on message boards all because it's anonymous and can sometimes yield a fun response to an adolescent mindset.
