possible Milk protien allergy form formula

i just had a baby on Dec.4 2002. He was started on enfamil with iron. He seemed to tolerate it fine which i was suprized because my two other children had to had soy formula because of a protien allergy to cows milk. In fact my now 20 month old just started to drink whole milk. He could not tolerate anything besides soy milk or he would have severe diarah.He also was treated for reflux at 6 weeks old and took nutramagin formula with rice cereal added untill 10 months old then had soy formula. Now my 4 week old son he vomiting after every feeding having diarah and crying after each feeding even when we have burped him for an hour. Do you think he has a protien allergy to cows milk and maybe a little reflux?
